Ali Yalçın, president of Memur-Sen, appeared as a guest on AKIT TV to give an update on the social advances achieved, especially in terms of remuneration, following the signing of the collective bargaining Agreement applicable to public employees for the biennium 2022-2023.
Pointing to the discrepancies between collective bargaining in the public sector and the private sector which is at the heart of the difficulties in wage negotiations, Yalçın said, "There are notable differences in the regulations, especially on the legal duration and frequency of collective bargaining which is held every 2 years over a period of 1 month for the public sector, while workers in the private sector renegotiate every year, over a period of 2 months," adding that: "The purpose of collective bargaining is to ensure a certain social justice and the conclusion of quality agreements presupposes having time to negotiate, this conception of the right to collective bargaining must be challenged and that is why the law No: 4688, must be modfied absolutely," he said.
Recalling the many efforts and sacrifices of public employees who saw their purchasing power fall drastically over the period of the previous collective agreements (2020-2021) which Memur-Sen had refused to co-sign two years earlier, Yalçın commended the benefits resulting from the current collective agreement and especially the gains achieved through the branch agreements that have raised public employees' salaries by 32 to 40 percent for the next two years, hailing "a viable compromise" that includes "provisions on improvements in terms of allowances and social benefits," among others.
Sharing his findings with AKIT TV reporters, Ali Yalçın said, "We have also obtained a commitment from the government on an increase in retirement benefits and an increase in the coefficients of bonuses by grade and level of function, the details of which will be announced during 2022," he insisted, saying he was "very proud that Memur-Sen knows how to be very firm in negotiations and in the end act on the compromise, when it is positive for workers," he concluded.
