Pointing to the discrepancies between collective bargaining in the public and private sectors which is at the heart of the difficulties of wage bargaining, Yalçın said, "There are notable differences in the regulations, especially on the legal duration and frequency of collective bargaining which is held every 2 years over a period of 1 month for the public sector, while workers in the private sector renegotiate every year, over a period of 2 months," adding that: "The purpose of collective bargaining is to ensure a certain social justice and the conclusion of quality agreements presupposes having time to negotiate, this conception of the right to collective bargaining must be challenged and that is why the law No: 4688, absolutely must be amended," he said.
Deploring the inadequacy of the legal time limits for collective bargaining, Yalçın said, "Even though the work goes on until late at night, due to lack of time, most of the negotiation points do not have time to be discussed and therefore the whole negotiation process is affected to the detriment of the workers," he concluded.
Sharing his conclusions, saying he was "very proud that Memur-Sen knows how to be very firm in negotiations and in the end act on the compromise, when it is positive for the workers," Yalçın said: "In addition to the general salary increase of 5+7% for 2022 and 8+6% for 2023, Memur-Sen has also obtained significant advances in terms of bonuses and allowances for all public employees as well as a commitment from the government on an increase in retirement benefits and an increase in the coefficients of bonuses by grade and level of function, the results of which will be made public no later than during the year 2022. "He concluded.
On the sidelines of the union activities, Yalçın exchanged with representatives of different institutions including Hüseyin Aksoy, Governor of Aydın Province, Seyfullah Okumuş, Provincial Director of State Education, Dr. Osman Açıkgöz Provincial Director of the Ministry of Health and Dr. Selçuk Aldemir, Rector of Adnan Menderes University.
